Leaders from Baja California, Chihuahua, Tamaulipas, and Nuevo León have met to discuss a range of issues thrown up by the US Election 2016 including migration policy and a change to the tax coordination scheme for more resources.
The creation of a Border Fund with federal budget, and proposed by the four governors would allow the regions meet the needs that could arise in the eventual repatriation of Mexicans expected after the change of Government in Washington DC.
Nuevo León governor Jaime Rodríguez Calderón warned of the need to modify the fiscal co-ordination
scheme to economically support border states on migration either because they receive citizens repatriated from the US or because migrants stay there after the failing to cross the border.

He said: "We have to work on this because our cities are recipients of both. Our cities, in the case of Nuevo Leon, the metropolitan city of Monterrey receives 120,000 people who stay to live in Nuevo Leon.
"When they don’t cross to the USA, they stay there. The same happens in Ciudad Juárez, Laredo, Reynosa, Mexicali or Tijuana."
Mr Rodríguez Calderón said officials of the four states will integrate a working group that will analyse particular problems to define a common strategy in a meeting to be held in January in Nuevo Laredo.

He said the border alliance will pose to the rest of the country's governors the need for a new fiscal distribution scheme and a debate in an open forum, so the National Conference of Governors (Conago) discusses the proposals of the states.
Mr Trump's stunning election victory was met by dismay in Mexico which had felt the full force of his anger during his election campaign.

Donald Trump provoked outrage with his comments about Mexicans
He described Mexicans as drug smugglers, addicts, criminals and rapists and vowed to build a “great, great wall” along the Mexican border to keep them out.
He told one election rally: “The US has become a dumping ground for everyone else’s problems.
“Mexico are sending people that have lots of problems, and they are bringing those problems to us. They are bringing drugs, and bringing crime and they are rapists.”
